Grainne Hurst

Grainne was appointed CEO of the BGC in September 2024, bringing a wealth of experience from her career in the regulated betting and gaming industry.
She has held a number of senior roles in the land-based and online sectors, joining from global betting brand Entain, where she spent nearly 10 years, including as the firm’s Group Corporate Affairs Director.
Grainne brings a passion for increasing the number of high profile women in the industry, establishing the international arm of Global Gaming Women, where she was Chair for six years and now sits on the Advisory Board, supporting the organisation as it enters its next exciting phase of growth and expansion.
During her career at Entain, Grainne led the company’s activities and relationships with government and the public sector and successfully spearheaded the company rebrand from GVC to Entain. She was also a board member of the Entain Foundation and created and delivered Entain’s multi award winning global safer gambling strategy, Changing for the Bettor.
She was previously a special advisor to the UK government and studied at King’s College London and Queen Mary University in London.

Baroness Twycross

Baroness Twycross is a Labour member of the House of Lords, having served in the House since 2022. In July 2024, she was appointed Parliamentary Under Secretary of State at the Department for Culture, Media and Sport, serving as Minister for Gambling and Lords Minister. In April 2025, her ministerial portfolio was expanded, and she was appointed Parliamentary Under Secretary of State (Minister for Museums, Heritage and Gambling and Lords Minister).
During her time as Minister for Gambling, Baroness Twycross has prioritised tackling the illegal gambling black market. She established a cross-sector Illegal Gambling Taskforce, bringing together government, regulators, industry, technology companies and payment providers to strengthen enforcement and ensure consumers can gamble safely within the regulated market.
Prior to Labour’s election victory, Baroness Twycross served as the Shadow Spokesperson in the Lords for Education and as an Opposition Whip from February 2023 until July 2024. She is a member of the Co-operative Party, the Fabian Society and the Socialist Health Association.

Tim Miller

Tim has over 25 years of experience in regulation and joined the Gambling Commission in 2016 following a career regulating public services, healthcare and the legal profession.
In his role at the Commission, Tim leads the Commission’s Policy and Research functions, which includes the programme of work to implement the Government’s Gambling White Paper. He also currently oversees all regulatory operations for the Commission which includes the Licensing, Compliance and Enforcement functions.
Tim is a Board member of the Gambling Regulators European Forum, the group that brings together 40 regulatory jurisdictions across Europe.

David Williams

With over 20 years of experience working in the UK betting and gaming industry, David is currently the Director of Corporate Affairs & Investor Relations at the Rank Group plc, where he has worked for the past seven years.
Rank’s brands include Grosvenor (the largest land-based casino operator in Europe) and Mecca (the second-largest land-based bingo operator in the UK).
He joined Rank in December 2018 as the Director of Public Affairs, having previously held roles as Director of Communications at Britbet and, prior to that, for 13 years at Ladbrokes where he was the long-serving Director of Media.
David is also the Chairman of S.E.N.S.E. Ltd, the national self-exclusion scheme for all land-based UK casino operators.

Ian Angus
Director of Policy, Gambling Commission

Ian is the Gambling Commission’s Director of Policy. His responsibilities include developing the Commission’s response to the threat of illegal markets, domestic and international regulatory partnerships, and delivery of a portfolio of the Commission’s policy commitments stemming from the Gambling Act Review White Paper. He is chair of the International Association of Gaming Regulators’ (IAGR) Working Group on Illegal Gambling.
Before joining the Commission Ian worked for various public bodies, including the Office for Security and Counter Terrorism and the Department for Communities and Local Government. He also worked for a Member of Parliament and has extensive experience of local government.

Chris Sanger

Collaborating with the EY tax policy network, Chris works with tax policy advisers in more than 85 countries. The network advises clients on how to effect policy change directly and through strategically engaging policy makers.
He has wide-ranging experience at a senior level in advising governments internationally on tax policy options, tax legislation, economic matters and fiscal costings. He has given evidence to parliamentary committees, including in the UK, the European Parliament and South Africa.
Chris received an MBA (with distinction) from Warwick Business School and a MA (first class) from the University of Oxford. He is the Chairman of the UK Financial Secretary to the Treasury’s Tax Professionals’ Forum, a Chartered Accountant and a Chartered Tax Advisor.

Liam is an economist, journalist, author and broadcaster with extensive experience in economic analysis and media. He has written a weekly economics column for The Sunday Telegraph since 2003.
Throughout his career, Liam has held key roles in national and international media. He has reported from Moscow for The Economist, served as political correspondent for the Financial Times, and spent several years as economics correspondent leading coverage on Channel 4 News.
He has also presented documentaries and co-hosts The Telegraph’s weekly Planet Normal podcast. From June 2021 until June 2024, he was Economics and Business Editor at GB News, where he presented economic programming and commentary.

Gloria is a broadcaster and former Member of Parliament who has worked across journalism, politics and media. Before entering politics she was political editor for GMTV, covering national elections and major political developments.
In 2010 she was elected as the Labour Party MP for the Ashfield constituency in Nottinghamshire, a seat she held until stepping down in 2019. During her time in Parliament, she served in various opposition front-bench roles, including Shadow Minister for Women and Equalities and other portfolios.
After leaving Parliament, she returned to broadcasting. She has presented and appeared on UK news and talk stations including Times Radio and GB News, where she has hosted and contributed to political programmes.
